While I have not used the firms mentioned above, I have used another PSD to WordPress firm that works with the Genesis Framework.
The quality of work was sound, the pricing far, and the turn around slightly longer than anticipated. I choice a midrange firm and not a $99 special firm. My only complaint was the coder buried his name and URL in my CSS file, which was completely unacceptable.
All in all I think this is a great option IF you location the RIGHT firm and don’t just go for the cheapest price.
They will fool you with good prices and nice websites. Beware.

To sum up the experience:
– they provided me with a junior dev who was new with WordPress
– they used a very poor theme framework. I don’t know what it was!
– their theme didn’t support languages (localization)
– they didn’t deliver on time
– they don’t honor they’re 100% satisfaction guarantee
– I tried for 2 months to get a partial refund. It never came.
I’ve been using and coding WordPress myself for the last 6 years. I’ve never experienced this with any provider. Ever.
